HEIC stands for High Efficiency Image Container. Apple introduced it as the default photo format for iPhones with iOS 11 in 2017. Why can't I open HEIC files on Windows?

Most Windows photo viewers, email clients, and image editors will simply refuse to open a .heic file. Does converting HEIC to JPG lose quality?
